Maybe call Honda USA to see about goodwilling it because you're so close to warranty. Don't hold your breath...
Exhaust Gas Recirculation (EGR) valve lets a little exhaust into the intake manifold. That drops combustion temperatures & lowers NOx. There's small passages in the head & intake manifold that get full of hard carbon crud, & that can be a royal PITA to clean out. Some years you have to drill out some plugs, clean, & replace. So it might not be SIMPLY a bolt-on valve to replace. Depending on what year, it's mounted on the intake manifold, about 2" diameter, looks like a vacuum diaphragm (because it is).
I'd be a little skeptical about the 'serious damage' business, but it'll cause you to fail an emmissions test.
