I started researching this a while back.. mixed feedback on the ATI AIW cards...best bang for the buck seems to be with Haupauge and Leadtek cards..(just make sure the card does onboard processing..as opposed to those that dominate your CPU and video card.. otherwise you'll really pay the price with the performance)...
A friend of mine started playing with this about 6 months ago... and ended up performing one upgrade after another... The CPU speed and memory speed of your parts will no doubt leave you very frustrated...I would suggest going to something like an AMD XP2100+ with some PC2700 .. Look at NEWEGG.COM before you take the plunge.. they have a bunch of user reviews on the various cards out there
good luck
