I've got a pc with an old ATI aiw (rage 128 pro?), and have worked with machines with the outboard adaptor boxes (one was Dazzle, I forget the other.)
I've had similar experiences with troublesome drivers on my ATI card- although this was back when Win98se was in vogue. I haven't played with it since I moved a few years ago. One lesson which stuck in my mind is to make sure that your hard drive is DMA compatable. It was a long time before I diagnosed the freakin' *missing pin* on the IDE interface of that hard drive...
The outboard boxes did a good job, and seemed straightforward enough, but I didn't install or configure them. If you go this route, make sure that you get one with USB 2.0 or firewire.
The all-in-wonder card is nice because it has a built-in tuner and recording software which allows you to choose programs from a tv-guide style interface. An outboard video capture device would need to be connected to the video output of a TV or VCR which would act as a tuner.
