The police in every state have the right to enforce the law anywhere that law is applicable. If your doing illegal drugs in your home the police can't arrest you, but if they are walking down the street and look in your window and see any sort of illegal activity, then it's probable cause and they can enter and arrest you without a search warrant. Private property or not. You still cannot kill someone in a mall parking lot no matter what part of the country you live in and if you did, do the rent-a-cops deal with it? No. The RAC's are there to create an image of security to shoppers. They really have no authority whatsoever. If something illegal does happen do they throw that person in the mall jail? No. They call the cops to come and deal with it. Trust me. I had my car stereo stolen a number of years ago in a mall lot and the RAC's were useless, all they did was call the local police.
