I don't think this technique is illegal. Not according to the Oregon Driver's Manual, anyway. I copied a couple of pertinent passages which appear to support your method. Passing on the right is not illegal in this instance. Also, it is primarily incumbent on the vehicle entering the freeway to adjust its speed to that of the traffic flow. Read on...
You may pass on the right only when:
• There is room ahead on the road; and
• Your lane or pavement is wide enough for two lanes of traffic going
the same direction; and
• The driver you are passing is making or has signaled for a left turn.
You may not pass on the right if any part of your vehicle will be off
the paved part of the highway or into a bike lane. A vehicle may not drive
in the bicycle lane to pass on the right. Use extra care when you pass on
the right. Other drivers do not expect to be passed on the right.
Entering a Freeway
In most driving situations, you slow down or stop before you enter a
busy road, but when entering a freeway you do the opposite. Use the
merging or acceleration lane to speed up and merge with fast-moving
traffic already on the road. Try to reach freeway speed by the time you
start merging. Keep moving if at all possible. A stop might mean a slow
and dangerous start into fast traffic. Even slowing down as you approach
an entrance can result in a rear end collision with a driver behind who
expected you to pick up speed, not slow down.
If you are entering a freeway from a merging lane, you must yield to
traffic already on the freeway. If you already are on the freeway, you are obligated to help merging traffic. Adjust your speed to permit a safe,
smooth merge.
