To export cars effectively, you have to setup a dealer network. This means buildings, staff, service bays, mechanics, spare parts, warehousing, etc, etc. Given that most American companies already have subsidiaries in Europe, it makes little sense to build a Focus, for example, in Ohio then ship it all the way to Germany where there is a factory already building them there.
The most these multinationals will do is to ship parts to assembly plants. Perhaps the window sticker on an Opel might say "Engine: USA" at some point.
I am a Ford shareholder, and the recent company report glowed about an agreement to ship 5000 cars built in the US to China. Big deal!!! And Ford had to get "trade permits" and pay tariffs on the cars. They sold for something like $40000.
What I cannot understand is why $200+ billion worth of goods can come over from China, but Ford has to get a 'permit' to ship over a lousy 5000 cars. The US gov't talks about free trade, but the US is one of the only countries that just allows about anything to come in, regardless of the closed route back. And they do so because it enriches the folks selling the goods (like Walmart).
