That's a vaild question. In practical terms, you can't design a car that will save everyone in every conceivable accident, but I think you can design for reasonably predictable events and people. I wonder what weight/speed/impact parameters the seat designers work from?
There are lots of 200 pound people out there (me for instance!). So maybe you overdesign to maybe 300 pounds. And a look at accident data could tell what are the most likely collision speeds. I have nothing to base this on, but I bet most rear collisions are 30 mph or less. The cost delta between a seat that holds up in a 15 mph rear crash versus one that holds up in a 30 mph crash is only going to be a fraction of the total seat cost. As long as the seat is a good design to start with, I doubt making it stronger would cost much more.
