One approach is to leave the separate databases as they are and create middlewear to create a level of integration, sharing and preserve redudncancy.
An effort at creating a single huge database, even if distributed over various departments and data centers can create a situation which is subject to a single point of failure AKA as a system vulernable to an attack. And if one person can control it, one person can kill it, perhaps with malice, or perhaps with a lapse in judgment.
So it would seem that the system has to be distributed and redundant, as by nature difficult to change.
