Assuming they even have one. If they did, you're correct, middleware that could access and distribute the data might be a good solution. However, I wouldn't be surprised to learn that the FBI's idea of a database is a bunch of accordian folders and piles of paper all over the place. So they had to include in the project a database creation component. I guess given they wasted only taxpayer money, no one will get fired.
