coupled with multiple layers of bureaucracy (i.e. fiefdoms). While it is amazing that the FBI could not develop a case file system that is functional for $170MM, I think the failure has as much to do with their having to come up with their own system. A prime example of the problems the government has with regard to this is the following comment:
"While other intelligence agencies like the C.I.A. and the National Security Agency developed sophisticated and secure computer systems long ago".
Clearly, while on the surface, the current adminsitration touts 'cooperation' amongst agencies, statements like this fly in the face such assertions. Until agencies cooperate, there will never be the necessary level of cross-agency information sharing.
Note that you can have the best middleware in place, but unless the touchpoints with various systems are robust, you risk having a system that is hampered by the weak links (e.g. daily feeds versus real-time, incomplete data sets, poor data quality,....).
What a mess....
