Well, they are company computers, company paid internet, and probably most surfing is done on the company clock.
We have a spare computer in the break area for people like you who want unresticted access during off-the-clock times. We don't restrict access to normal work computers with technical means, but there are certain standing HR rules regarding web surfing.
