Unless the folks are working 12-15hr days and being productive. I remember doing that as part of a small company and checking stuff on the web every so often was one of the little ways to help keep the sanity. It's easier to know who's productive in a small company though.
I can see the potential for abuse in a large company where some folks do the bare minimum just to get by.

Funny note though; Every so often I'll mis-type the name of a site and end up somewhere I should not be. It's very embarrassing. Example, typing .com instead of .org in one instance with a bunch of people behind me. "yikes"
