Hmmm, just re-read what I wrote and I might be in left field w/the cap on the ground bit... Maybe not though, I need to think about that for a little bit.
My original thought is that it will only charge to the point where it can't charge anymore--nearly instantly--and then it would continuously charge/discharge for demand, stiffening the V and providing noise filtering by normalizing the flow and not passing spikes as well as a straight wire, assuming it can handle the current. Ground or power side it wouldn't matter...But you might have to use a pretty large cap to effectively do that that. Hmm. Anyone into circuit design is more than welcome to step-in here. :)
Interesting side-note, or something I've always thought is interesting anyway, is that electron flow is not actually from positive to negative, it's the other way around. If you learn electronics in the US military it's taught "backwards", which is actually the correct way, negative to positive.
