You can "tether" the phone to the laptop and use it as a modem. Via GSM, your only real option would be GPRS (high speed) access but that could be costly. Cingular had a $20/mo unlimited GPRS option for awhile and now it's $25/mo. I do this when I'm away from home, via bluetooth even (no cables!) and I haven't been charged thus far. it's about as fast as a decent ISDN connection.
I'm going to guess you're with Cingular by the $80/mo quote. They're probably trying to sell you an unlimited "data connect" plan, for $80/mo when you can get by with low to moderate usage with a Media unlimited plan, for $25/mo, however it's intended solely for usage with the phone's browser. I've never heard of anyone getting charged for tethering on it, even with gigs of data per month.
Not sure how it would work with other providers.
