Hey Mike,

Tough question. Lots of different cellular networks out there. Sprint and Verizon have very high speed data networks but they are pricey. I use T-Mobile and if you have cell service with them you can add on unlimited internet ($20/mo) that you can push to your laptop (bluetooth or cable). It's not blazing fast, probably 25-40Kbps. But one nice thing with T-Mobile is that you can also add unlimited HotSpot WiFi service (Starbucks, airports, Kinkos, Borders etc) for another $20/mo, so you have both options.

Of course there are a bunch of open wireless (WiFi) networks out there too, lots of "indie" coffee shops have them. But unless the guy in question has a favorite place to hang out that has it, I wouldn't depend on it.

One cool thing, if this guy is closer to downtown San Diego than you guys are in Oceanside, is Ricochet. It's a city-wide network of fairly high speed (30-70Kbps) always-on access: anywhere in the whole city! Check out their site at http://www.ricochet.com for more info and maps. It's relatively cheap at they give you hardware with a contract. Doesn't cover Oceanside though.
