If the phone is connected to a laptop as a dialup modem, then the data rate is to slow for use on the web, but might be ok for text only emails. And when used as a modem, its all air time charges.
If the phone is used as a web device, it also has limited value on the web, but a fixed price package might have merit.
If the friend make that many purchases, he is spending enough money to pay for this himself as a cost of making the purchases. If he makes money buying and selling on ebay, then he can again pay for this himself. So for me the answer would be clear.
Can you authorize this then remove that $$$ feature later?
For use with the laptop, I would suggest that he eval the utility by using it after 9pm or whatever, when the calls are free. Again, the connect time may be all air time as a modem, and not be a network interface.
The question of how the laptop to phone connection functions really needs to be explored carefully. Some of these connections are totally unsuitable for the intended use and would eat basic connect time and not be a web traffic charge. One might get a huge $urpri$e at the end of month one.
