By doing so teams avoided major legal consequence. They participated in the race that must be done.
Question is, why spectators had to rely mobile phones and radios to find out what was going on, tv-viewers and hardcore F1 dudes around the globe knew that there was very little change of 20 cars race. Already Saturday afternoon, situation looked very bad, and hour before the race it was quite clear that no way on earth all cars would race.
Known group of 9 made very clear proclamation, only because of Jordan there was 3 teams racing, if they would have sticked to agreement, only 2 red cars would have raced.
And I might add that few years ago, certain red team didnt have monsoon tyres and track had rivers. Others had correct tyres. What to do? FIA delayed the race, started by using safety car so long that track was ok for red teams intermediate wet tyres...
