Most ribs do much better being cooked slowly and for a long time in a wet environment. This allows the connective tissue (collagen) to breakdown and become gelatin. A slow braise in a low temp oven or covered grill would be a better bet for maximum tenderness. It is important that they are in a moist environment so they don't dry out. When I do baby backs I oven braise them in a foil package for about 2 hours. The meat falls off the bone. Beef shortribs also do much better in a slow braise, usually I do these in a covered stew pot for a long time.
