Im not a big fan of parboiling, but in my experience parboiling longer only makes then tougher (infact I think its only technically parboiling if you do it for a short amount of time)
The secret to tender ribs is over cooking...ribs can be cooked thoroughyly in 15-20 minutes on a grill and will continue to get tougher for awhile. But once you get into to the 1:30-2:00 territory, the rib will start to soften as the protein breaks down.
Grilling indirectly on the lowest setting may still have been too hot and the time was definitely too short. I made ribs this weekend, dry rub of spices over night, 6 hours in the smoker at about 225-250 degrees, then bbq sauce and then hour in the over at 200, followed by a quick trip to the grill to carmelize the sauce. The end result was very tender.
For your recipe Keep the ribs in whole rack and try doing a dry rub of the tandori first and letting that sit for at least a couple of hours. Then wrap the ribs in foil and bbq at around 250 for at least two hours. Remove the ribs and let them sit for about 15 minutes. Then cut into individuals and cover them with the tandori yogurt/mix and finish them either on the grill on low or in the oven.
