The reason for this is that much of the efficiency gains are result of increases in condensor cooling. The condensor is the fin-tube arrangement encircling the compressor in the outdoor unit.
Higher efficiency units also use fin types which are nearly impossible (and maybe truly mpossible) to clean. My home unit has pin fins wrapped around the condensor tubing and looks pretty much like Christmas Tree garland. To keep the condensor clean I wrap the outdoor unit with a single layer of fibreglass window screen during the months of May thru July when cottonwood trees release their fuzzy seeds. Each end of the screen is stapled to a short length of wooden dowel. Two rubber bands wrap around the dowels and hold the screen in place.
Seven years later my unit still looks like new whereas my neighbor's unit is packed solid with debris.
