In a hot climate, the winds are typically stronger during the day. So this and the solar daytime availabilty really work well to displace afternoon peak loads (largely driven by air conditioning); which is very important and valuable. Peaking plants are typically gas turbines fueled with natural gas. The power that these produce for a few hours per day is very expensive as those few hours of used must pay for the capitol costs. Add the costs of switch gear, power transmission and control to the picture.
In colder climates, deminished solar flux in winter, and cloud during cold weather spells means that solar cannot trim peak loads as effectively as above. Too many appartments with electric base board heating for the good of the system.
