Or possibly in the same location, but with massive changes in elevation (i.e. no longer below sea level, river level, and lake level). The rubble from demolished buildings will likely be left in place to raise the city's elevation. Could be similar to Underground Atlanta in this regard.
My heart goes out to all who have sufferred losses in the disaster. But I can't understand why nothing had been done in the nearly 40 years since the last major hurricane struck the city to prevent/reduce this type of damage.
MSNBC has comments from levee construction/repair contractors that place the time estimate for levee repair at one month or more, and an additional five months to pump out the water, based on experince from a similarly sized 2004 levee disaster in the California irrigation system.
