Having dealt with cell phone companies before, I can say that almost without a doubt the company building the tower is leasing that space from the building owner. People don't just give up rooftops for free, y'know. I would press the building owner - he isn't responsible for the damage, the phone company is, but he should bloody well know who's on his roof!
Failing that, you might try looking at the tower - there is surely some big cable running up the side of the tower and down to the utility connection (MPOE) down below. Just note the color, find it at ground level or in the basement. *Every* phone company makes it known what cable goes where and whose it is, because they don't want someone accidentally cutting the phone line thinking it's something else.
I've had both Cingular and Verizon installers (not to mention SBC and Comcast) blow up all sorts of data wiring before, and in the end you just call them up, tell them what happened, and they either fix it for you (if you're willing) or pay you for your damages. It may not be easy, but they always have come through for me.
