I think you should have called your insurance company and police. Get the police report and make a claim against the insurance company. Probably hit and run covered under uninsured/underinsured policy. Depending on your deductable, you end up paying all for the repair or insurance company will pay the difference between your deductable and the total bill. Than after the insurance company fights for your money and wins, than they will pay back your deductable and keep any difference they ended up paying.
You are paying for the insurance, so I think you should use it and let them do all the work you are doing. Most of times you end up just doing the samething you just did by getting contact name and number, but once you get those info, let them handle. I'm sure whatever independent contractor company will pay to insurance company faster than to some indivisual.
