There are companies that specialize in building towers and leasing them to cellular operating companies, and example is a company called TWR that has 4000+ sites. Rooftop sites, however, are typically built by the individual operating companies, but exceptions prevail. Note that you may not see the operating company's name prominently displayed anywhere on their equipment, as they view this as an invitation for vandalism - though there should be a "in case of emergency" number somewhere. Note that it may not have a name that you are familiar with, as many of the operations are franchises of the major names and may be called something like "Cellular Partners of Northern (name of state)".
So, how do you track down the owner? Your building management has to know who just built a tower on their roof, someone is paying them for the space! I'm not sure of their liability in this case, that may be why they are stonewalling. If they don't cooperate on this, you may need to go through the zoning departnemt of your city; nobody really likes cellular towers, zoning approval is typically the biggest hassle of getting a tower built, can take years - the zoning people should know who applied for the permit. Also, I assume a building permit was taken out, the building department/inspectors should know who the permit holder is and/or the contractor (who is probably ultimately responsible).
