To save gas in the 70s (when we had so many gas pigs on the road) we enacted the "double-nickle". As it was then, our roads are again dominated by gas pigs. So to promote conservation I say we do it again except this time with a twist that will greatly increase the fuel conservation punch. This time we will apply it just to vehicles that get less than 28 HWY EPA. That would really quickly cut fuel consumption I'd guess. You wouldn't see to many people buying new vehicles with < than 28 HWY EPA. Heck if you need a 12 MPG workhorse for hauling loads you shouldn't be driving at the higher speeds anyway. Such vehicles just don't have the same margins as a good car.
Of course this would never fly but I'd personally would find it sort of fun and it would indeed work quick to increase the average mpg of vehicles on the road I suspect. Well I'd find it sort of fun for awhile. Of course someone would then come along and then say it applies to all vehicles getting less than 40 mpg. Then I'd be really upset like all the SUV owners.
