If he's at all interested in fixing mechanical things, you might do well to look for something early 90's that's cheap on gas and not too powerful (like a VW golf III or a Ranger w/ 4cyl, or maybe even an early focus). A car with a big, expansive engine bay and a relatively primitive engine might also be good (crown vic). Saabs are relatively unusual engines to work one - especially when coupled with the turbo, and might not be the best choice for someone learning to work on cars. That said, statistically speaking, there are few cars safer than a mid-90's 9000 (you can verify this at Folksam).
My folks bought a Plymouth Acclaim for me to use when I was in high school. With their terrible fuel economy and lousy construction I'd be hard-pressed to find a reason to buy a Chrysler product ever again, but at the time I was thrilled that I could fit my skis in the car and not have to bum rides to practices.
