If the CTS-V engine produces 395 lb-ft at 4,400 rpms, what do people think it's doing at 2,000? My guess is that it's making somewhere on the order of 80-90% of peak torque. Worst case it's still making ~315 lb-ft.
The claim that because an engine has a high rpm peak torque means there's not much torque at rpms below is nonsense. Note that many reviews make comments like "90% of peak torque available at 2,000 rpms". It's not like the car makes no torque, then it jumps up to the peak at some high rpms. With a modern engine, it's just the top point of a very gradually, gently sloped curve.
