Local speed issues..thots welcome (long)

I live in Amherst, NH. Most speed limits are 30, which is not really unreasonable on fairly narrow semi-rural roads, short sight-lines, no sidewalks, lots of driveways, people out walking dogs, jogging, biking, and with kids around. The cops allow 35 or so without a ticket. At 40 you get ticketed in most cases. The police chief tells me the radar trailer they use shows that 85% of people are under 37 mph. The problem is the other 15%.
These are people who drive well over the limit, as in 45, 50, 60+. Many people have nearly been run over by people really hauling tail on these roads (my wife and daughter, for example). If you motion at some of these people to slow down, they flip you off, or even stop and cuss you out. No physical confrontations yet, but it's probably coming.
There is a grass roots group started up to combat this, with signs in yards asking people to slow down, and they are encouraging people to record the names and plate numbers of flagrant speeders to the police. The cops will actually call the person or pay them a visit--a tactic they say does help a bit. I've done this when a kid blew by my driveway at 70 in Mom's X5. The police Lieutenant went over and scared the poo out of the kid.
What do some folks here at TSN think are good approaches to this problem? The idea is to get these few people who are really dangerous to slow down before someone is killed. All ideas and thots welcome.
(And how do I drive? 35 or so. And I use my cruise control to keep me from getting going too fast. On the highway I am an inveterate speeder, but not locally.)
