How about fixed speed cameras in the worst areas... they use these down under here and work well. They are obviously poitioned and have signs warning people they are there. Used in conjunction with red light cameras and mobile speed cameras (or radar) it would work. We even have some intersections down under here that have both a red light camera and speed camera... so if you speed up to go thru an intersection you get nabbed.... same as running the red light... so its double the fine if you speed up to run a red light!!
Triple the fines and lower the % accepted/allowed over the 30mph limit. The cops have done this down under here where if you get caught doing just 4km/h over the limit you get fined... something that I don't really agree with as you are supposed to have a 10% error margin for speedometers and many people have complained it is a revenue raising issue... but it has worked! People have definately changed their driving habits here and I'd say it is only less than 5% of people who speed now!
