It does all sound pretty messed up but I think es will come out OK. I don't get the insurance thing either since there is no way he can be certain of the status of the insurance (he doesn't own the vehicle) and more importantly it is the driver that matters. So as long as he has insurance they should drop that one (especially once it is shown the car was insured which should really be irrelvant anyway).
On the plate thing you would normally assume it would be good everywhere but maybe not. It sounds like this was a very temporary thing and that no paperwork was even filed yet so might be sticky. We used to just be able to hang a piece of cardboard (or what have you) on the back here that said LAF (i.e., License Applied For) with the date we mailed in the registration and drive like that for 30 days until we go our plates in the mail. But they always said if you were going to leave the state apply for a temporary tag to stay out of trouble since this wouldn't be recognized. So if the plates still were paired with that truck you can sort of see the cops position at the scene. Still hopefully es can convinence a judge to drop that since it is valid in VT and not even his vehicle. I think he'll get the slack.
