Not where do his parents live, but where does he live? Seems to me that Boston is a long way from VT (Vermont?) to go to fix the minor issues unless the car is garaged around there.

I don't envy your position, but from the cops point of view, what did he observe.

A old Saab 900 in Boston with Vermont plates clearly from a pickup. It is not the job of the local cop to know or research or believe you (who is not the registered owner of the pickup) about laws that may or may not be applicable 200 miles away.

If your friend lives in the Boston area (like attending school perhaps), I suspect the local laws require the vehicle to be registered in the community, even if Mom and Dad live in VT and he goes home for breaks.

Hanging VT Pickup plates on the Saab just invited the attention and seems to have gotten him, and you, busted.

A statement from your friends insurance company showing dates of coverage should clear up the uninsured charge, but the unregistered charge will likely depend on your friend being able to prove entitlement to a Vermont registration and convincing a judge that the VT law allows what he had done.

Your charges seem to hang on your friends ability to clear up the other issues, because if he doesn't prevail, you are out of luck.
