On it's face, it does seem stupid. The reason I assume is that they don't want to do the engineering (ie spend the $$) required to integrate the new 2.8l V6 into the old 9-5 platform. The 9-3's newer platform was designed for the new V6 and vice versa.
That the V6 has 250 hp to the 4's 260 is a decision based in marketing. The 9-5's supposed to be the top o the line model, so it gets the most hp.
A 6 cylinder engine is required for competitive purposes, regardless of how good the 4 may be. They just can't/won't get it into the 9-5 until the redesign in a few years.
