I typically don't stare over my shoulder, just a glance over the shoulder (less than 1 second) is enough. Either the lane is clear or it's not. Since you should be about 2 seconds back from the car in front, a sub-second glance before changing lanes (with your signal on, off course) is perfectly safe. Again, the habit of keeping track of the cars around you helps enormously.
But hey, if enough people actually USE their mirrors before changing lanes, I'm happy with that too. Small victories.
