Here in NY we only have emissions testing in part of the state. Safety inspections are statewide. This is done under the vale of pollution control, but I see it more as a safety concern and that older vehicles are aesthetically undesirable to most. I have an 84 vehicle that has more trouble every year at passing emissions since the state periodically makes the standards tougher, maybe tougher than the vehicle was ever designed for. Granted the car is old, dirty, and rusty but it is fully maintained despite being a station car. Last year it went only about 600 miles. Correct me if I am wrong, but almost any new vehicle will pollute more than this vehicle if it is driven at the average number of miles per vehicle per year. The only way I can see a forced retirement program as being equitable is if the state buys people out of their cars and fully accounts for the environmental cost of disposing of the old car and building a new car in these so called environmentally friendly policies. They should also factor in that many older cars are not driven anywhere near as many miles as newer vehicles and that a poorly maintained new vehicle can be more dangerous than a well maintained older one. Newer is not always better or the answer.
