The proliferation of useless & annoying driving lights

It seems like every other car these days has driving/fog lights-- minivans, sport utes, they all have them and they all seem to have them on any time their headlights are on. Being in the car business I driven a lot of cars over the years, and I've never, and I mean never driven a car with driving/fog lights that were worth a nichol for actually seeing. Since they really don't help you to see, and you certainly don't need them in town, why do these people have them on all of the time? Are they like some kind of fashion accessory? Am I the only one who finds this a niusence?
