The gadgets you are referring to are current and power limited, either by design or necessity. In those cases, you're not actually exposed to the full 10kV, because the current limiting kicks in. When you're talking about power sources and line voltage, that doesn't become a factor. Ground Fault Interrupt protection won't help you, because grabbing the live wires does not produce a ground fault. All GFI protection does is cut the circuit when it senses a ground fault. Although a good safety feature, what it is guarding against is something completely different from direct, deliberate (though maybe not intentional) exposure to the live wires.
Having been exposed to 120V, 240V, and 750V AC I can assure you that your argument regarding local and general muscle spasms does not really bear out in reality.
