The GM-LL-A-025 specification is an Opel designed and administered spec for gasoline engine lubricating oils. The Opel brand is sold throughout Europe, but has not been seen in the North American market since the late 1960's (the 1970's era Opels were Isuzu vehicles). The only vehicle available in North America with an Opel designed engine is the 9-3SS/SC/Convertible series, and possibly only the 4-cylinder engine as the V6 is built by Holden in Australia.
Combine this very low quantity of vehicles within N-A equipped with Opel designed engines, Saab/USA's Free 30,000 mile service, the popularity of leases in the North American market (less sense of ownership), and you have a major automotive market with almost zero consumer demand for a motor oil meeting the GM-LL-A-025 specification. Saab/USA needed one such oil merely to have an approved lubricant for the Dealership organization to use, so Mobil/Exxon was probably "encouraged" to have an oil tested and approved so they could be that one brand.
Hence, we have the current situation. Many high quality European market only motor oils labeled as meeting GM-LL-A-025 and only one such oil in North America.
We will have to wait and see what changes may develop after the upcoming introduction of the new Saturn Corsa (identical to the Opel Corsa) and new Saturn Vue (identical to the Opel Antara, IIRC). With additional vehicles soon to be available in North America with Opel designed engines, there may be sufficient consumer demand for additional North American market oil companies to have product(s) tested and certified as meeting the GM-LL-A-025 specification.
