you need to settle with her neighbor as the tree branch would be your neighbor's. However, your girlfriend would have to explain why her car was on her neighbor's property.
If the car was parked within your girlfriend's property and the tree branch that fell was over the same property, then that branch or whatever portion of the branch belonged to your girlfriend. Your girlfriend should call both the auto and homeowner's insurance companies (it helps if the policies underwritten by same company) and see what they say and suggest. The homeowner's policy may claim it's a windstorm event with large deductible, or an act of god, or.... but her auto comprehensive should cover it less any deductible.
Has the police been called ? Maybe you would consider getting a police report and some statement from other neighbors as well.
