Start with all the points you raised above and add more, specific to your lifestyle. Apply an importance factor to each one (scale 1-5). Then, go through your list and apply ranking numbers to each of your points based on the location (scale 1-10). Next, multiply each importance factor by it's score and add them up. You should see one location outweigh the other. If it's still a wash, well, it's a tougher call.
I did this for a move from central NJ to northern FL, and then from FL to central NC (example shown below).
Issue Factor FL NC
Employment availability 4 3 6
Housing prices 3 4 7
Taxes 2 8 4
Road biking 2 1 8
MTBing 2 1 9
Proximity to family 2 4 5
Proximity to Ocean 1 8 3
School system 2 5 6
Score 70 112
This system also lets you evaluate your priorities. One other thing to consider is your career path if you pass up the promotion.
