In terms of oakbrook, IL, there is LOTS of traffic down the main routes, that's really what I don't like about it. You just get used to it, leave for work a little earlier.

A lot would depend on where you could afford to live in the area also, in terms of how long your commute is - westchester, elmhurst, downers, there are all sorts of nice middle class suburbs, and of course oakbrook is generally more $$$.

It is very easy to get to/from there anywhere in the area, airport, downtown, it's right off the tollway which connects with everything else. I went there last Friday night, from the NW side of the city and it took only about 35 minutes.

OTOH, Oakbrook area has absolutely everything in terms of shopping, restaurants, cozy suburban life, even theater (the play kind, and the movie kind). It is the corporate HQ for many international businesses (McDonald's comes to mind), so even if you decide you don't like your new job, finding another one may be easier than in Toledo.

I've never made a move like yours, but I would think you'd want to spend some time in the area, a few days, getting the feel for it. Let me know if you need any more info on the area. There are worse places in the country to relocate. Hope this helps.
