It is certainly unconstitutionally vague but I am not so sure about the fifth amendment taking. I suppose you could argue that the impound fees is a benefit to the public at my expense. Unfortunately for me there is not that much value in this either, unless you have some creative ideas in that respect.
What about the fact that this ordinance is not known to the average member of the public. Even the gov't staff doesn't know about it. The police say that this law is not required to be posted. I don't see how you can make a law that a regulation doesn't have to be told to the public. Why do they bother with parking regulations? Because those those are temporal. But in this case two weeks is a time as well.
