They had to do some development if for no other reason than to prevent the engines from self-destructing under boost due to detonation. These were quite interesting vehicles for their time, though of course GM was infamous for having the buying public beta-test new technologies.
Still, the early 1960s did see GM introduce a lot of innovative ideas. The longest-lasting was probably the Buick 215 CID aluminum V8. Introduced in 1961, it was sold to Rover in 1965 and (with engineering improvements) was used to power a variety of vehicles over the next 40 years. (In contrast, the half-a-V8-with-rear-transaxle Tempest idea didn't last very long.)
