The only instance that I can think of is in part-throttle situations, but then we are not talking same output. Efficiency is essentially energy output divided by energy input. It will be effected by: 1) the efficiency of the combustion process (which is effected by combustion chamber design, effective compression ratio, etc); 2) the frictional losses (generally less in a smaller engine); 3) mass of reciprocating and rotating components (again less in a smaller engine and may play more of a role in acceleration than steady state power). I think, that as long as you keep the requirement that the two engines are producing the same power and are discussing efficiency, the smaller turbo engine wins over the larger NA (naturally aspirated) engine. There are times when the larger NA engine may have certain advantages: small throttle openings where the larger NA engine will make more power and torque, less complication and potentially better throttle response. But IMHO, when you take into effect the entire package, a smaller lighter engine means you can use lighter suspension components, etc., which can make the car lighter. This will really move the efficiency argument in favor of the smaller turbo engine, all else being equal. My $0.02.
