In your hypothetical, the key is identical engine output. If the Saab 2.3 and the Northstar put out identical output them IMHO, the Saab 2.3 Turbo is more efficient. "It sounds as though your saying it still beats the big NA engine, but not by as much due to the vehicle being designed for the heavier engine." Sort of.
It is also important to separate engine efficiency from overall vehicle efficiency. When considering overall vehicle efficiency, one needs to consider: Drag coefficient, frontal area, tire rolling resistance, drive-train frictional losses, losses from accessory drag (AC, alternator, water pump, etc.).
Internal combustion engines are at their most efficient at their torque oeak. Many industrial applications that can run their engines at a steady state, will run them at peak torque. So I would think that a hybrid that ran the the internal combustion at peak torque and charged the batteries with any excess power that wasn't needed to drive the wheels would probably be ideal. How to apportion that power would be the issue.
