how much can I low-ball the dealership?

Guys, Ive got my eyes on a 2005 Subaru Legacy at the local dealership. Their website lists the price as $16900, 25k miles. I've heard that dealership are hurting because of the state of the economy. I'm wondering just how low an offer I could make, and still have a reasonable chance of them accepting. Should I offer them a thousand less than they're asking? Two thousand less? Where is the starting point I guess I'm asking. Also, from the pictures, it looks like someone replaced the stock pedals with the racing type ones. Not really a good sign.
