Well, YUCK.
This ridiculous, transparent, and bullying tactic -- so common on car lots -- really puts me off. Add that to the other concerns about this car and I'd say walk away.
OR...
If you really do want it, you can do one of the following:
(a) Tell the salesman, "$16,000 is what I'll pay. Period. The ball is in YOUR court." Then hold your line when they counter-offer.
(b) Tell the salesman, "If the used car manager is the one who makes this decision, stop wasting my time and I'll talk directly to him."
(c) Go back with a bank check for $16,000 in hand. Show it to the salesman and tell him he needs to decide if he'll take it, now, or you'll just go home with it.
It's a shame to be adversarial but, unfortunately, it sounds like this dealership is approaching you in adversarial way. You may need to change your posture to something more assertive to get the results you want.
