Don't pretend to know all of the problems for salmon and steelhead out there, but have heard lots of problems. Dams, sea lions, erosion from clear cutting, overfishing, and even stocking diluting the wild strains. Jim Teeny is coming to the Great Lakes to catch Steelies, and they have adapted well here. Funny thing is they were originally planted into the Pere Marquette river in MI in the late 1800s, and no one could figure out where all of the fish had gone. They ran out into Lake Michigan, and would run in and out the streams during the trout season closure between Oct-May. They were not rediscovered until the 1950s, which inspired the biologists decided to plant salmon to reduce the non native alewife population. Now we catch lots of big fish.
I used to visit the Portland OR area regularly visiting my Aunt. When she was 91 we went out to visit and she was not well, had outlived her savings, husband, and friends, and did not have good options for being taken care of. She gratiously agreed to move back to Ohio with us where she thrived for over a year. Now I don't have an excuse to go visit that gorgeous part of our country. I'm jealous, what a wonderful place to live. You've got some big rivers there, and even without Steelhead, there are great trout fishieries on rivers and lakes.
I use my canoe to drift downstream, climb out and fish a stretch, then canoe to the next likely spot. Don't know if that method would work well there. At least on the bigger rivers. Maybe that is why drift boats were invented there.
I think you've got a great area to fish no matter what you go for. Enjoy, and watch Mt St Helens.....
