Been there in 1990 for 10 days. It was expensive then and sure it has not changed. We went in Sept - temps were warm but not hot. Fall,winter, spring weather is mild so don't expect carribbean type temps.
Where to stay depends on what you want to do. There are lots of B&Bs. The islands are small (I think only 20 miles long and couple of miles wide) but last time I was there tourists cannot rent cars - only scooters. Taxis are expensive but transit is available.
We stayed at the Grotto Bay Beach Club which is close to the causeway to St. John (I think). This area is quieter and somewhat remote from Hamilton area (we put lots of miles on the scooter). If I was to go again, I would likely stay near Hamilton as you are more likely to be in walking distance of amenities.
