I'm not sticking up for Verizon; I never would. Thanks for sharing your experience with them, as I compete against their likes and it's an uphill battle helping people evaluate their options; their extra fees on many things make an apples-to-apples comparison very difficult.
I'm just playing a devil's advocate here.
Perhaps you signed some sort of contract with the hookup where you could get Internet added by calling in, and that contract covered the Internet portion as well, even though it was not relevant at the time.
Sometimes, contracts are accepted over the phone for modest things like this by having a third person on the phone to "witness" the verbal agreement. This probably isn't as good as a paper contract, but the upside of increased convenience and speed is often greater then the downside of the statistical unlikely challenge to the agreement.
The most likely people to be of assistance are your state's public advocate, they are there to help consumers with utility issues. Verizon's internet isn't regulated, but they are certainly interested in being responsive to their regulators when it comes to bundles.
